🏛️ Notice of Co-Option — Cefn Community Council

Local Government (Wales) Measure 2011, Section 116

Cefn Community Council is seeking to co-opt one member to fill a vacancy in the office of Councillor for the Cefn Community (Ward).

We are inviting expressions of interest from members of the public who would like to represent their local community and help shape the future of Cefn.

To be eligible for co-option, you must be:

  • A British, Commonwealth, Irish, or European Union citizen, and
  • 18 years of age or over, and meet at least one of the following criteria:
    • Registered as a local government elector for the Cefn area; or
    • Have occupied as owner or tenant any land or premises in the Cefn community during the past 12 months; or
    • Have had your principal or only place of work in the Cefn community during the past 12 months; or
    • Have resided in the Cefn community, or within 4.8 kilometres of it, during the past 12 months.

Public Notice – Councillor Vacancy

Cefn Community Council currently has one vacancy in the Office of Councillor for the Cefn Ward.

An election to fill this vacancy will be held if, within 14 days (excluding weekends and bank holidays) from the date of this notice (24th September 2025), a request for such an election is made in writing to:

The Returning Officer
Electoral Office
Wrexham County Borough Council
The Guildhall, Wrexham

This request must be made by ten electors from the Cefn Community Ward.

If no such request is received, the vacancy will be filled by co-option through the Community Council.

Ysgol Acrefair Pupil’s Poster Wins #StayOnSide Community Project Competition

A talented pupil from Ysgol Acrefair has seen her artwork chosen to lead the fight against dog fouling across Cefn’s communities.

Poppy’s powerful Dog Fouling awareness poster has been selected by the Cefn Community Council’s Development Committee, ratified by Full Council, and will now be displayed at all 12 dedicated Dog Fouling stations across Cefn, Acrefair, Cefn Mawr, Plas Madoc, Newbridge and Rhosymedre.

The poster, unveiled by Chairman Councillor Phil Vaughan, was part of Ysgol Acrefair’s involvement in the #StayOnSide Community Project.

Speaking after her win, Poppy said:

“I was in disbelief that my poster was chosen over the other brilliant ones in my classroom. I’m really proud that my work will be seen by so many people in our community.”

Chairman Phil Vaughan praised the competition and its impact on young people, adding:

“This project shows how our schools and communities can work hand in hand. Poppy’s poster will leave a legacy across our villages, reminding everyone that small actions like picking up after your dog make a big difference. She should be very proud.”

Andrew Ruscoe, Community Development Officer and creator of the #StayOnSide programme, reflected on the project’s growth over the past decade:

“In nine years of delivering #StayOnSide, it has gone from strength to strength. Never in my life did I imagine it would be rolled out in other councils such as Llanelli Town Council, or leave a lasting mark here with dog fouling posters carbon-written next to our stations. It is more than an honour. This project brings pride to the community, and thanks to young people like Poppy, her family will now have miles of memories every time they walk past these stations with pride.”

The initiative not only tackles dog fouling but also encourages local pride, community responsibility, and positive engagement between schools, young people, and the council.

Cefn Community Council Commemorates Victory in Japan Day at the Cenotaph

Cefn Community Council gathered at the Cenotaph this week to mark Victory in Japan (VJ) Day, paying tribute to the courage, sacrifice, and service of all those who fought in the Asia–Pacific campaign during the Second World War.

The solemn ceremony included wreath-laying by Vice Chairman Derek Wright and MP Steve Witherden, heartfelt prayers and words of remembrance from Councillor Reverend Katherine Tiltman, and an unforgettable address by Sergeant Derrick Roberts, whose moving recitation of The Ode to the Fallen and The Kohima Epitaph deeply touched all in attendance.

Standard Bearers John Currie and Len Salisbury proudly represented the armed forces community, and Clerk Trina Nicholls-Smith was recognised for her tireless work behind the scenes to ensure the service ran seamlessly.

Chairman Mr Phil Vaughan expressed the Council’s pride in honouring this historic day:

“It is vital we remember the sacrifices made, not only in Europe, but in the Asia–Pacific, where so many gave their tomorrow for our today. Today’s service reflects our community’s deep respect for those who served.”

Community Development Officer Andrew Ruscoe also spoke of the day’s impact:

“Sergeant Derrick Roberts’ delivery was exceptional — a powerful reminder of the human stories behind the history. We are grateful to our Clerk, Trina Nicholls-Smith, whose dedication and attention to detail made this commemoration possible. It was a privilege to stand alongside Chairman Phil Vaughan and all our councillors in honouring this important part of our shared history.”

The ceremony concluded with the solemn words of the Kohima Epitaph:

“When you go home, tell them of us and say,
For your tomorrow, we gave our today.”

VJ Day Commemoration Service – Cefn Community Council

Join Cefn Community Council as we gather to commemorate Victory over Japan (VJ) Day, marking the end of World War II in the Pacific.

🕊 This is a moment to reflect, remember, and honour the sacrifices of all those who served.

The service will be led by Reverend Katherine Tiltman, with a possible special appearance from a local hero (to be confirmed).

Everyone is warmly invited to attend – let’s come together in remembrance and community spirit.

Plas Madoc Pride Shines Through Monthly Litter Pick

Residents and community leaders united in force this week for Cefn Community Council’s Monthly Litter Pick – this time turning their attention to the Plas Madoc estate. The result? An inspiring show of teamwork, environmental care, and community pride.

In just one hour, the volunteer team collected over 10 full bags of rubbish, including discarded cans, crisp packets, vapes, and other litter strewn across the estate. The clean-up highlighted not only the impact of local collaboration, but also the power of small acts to spark lasting change.

Community-Led and Council-Backed

The event was led by Cefn Community Council Chairman Mr. Phil Vaughan, joined by:

  • Councillor Paul Blackwell
  • Councillor Joan Jones
  • Community Development Officer Andrew Ruscoe
  • Barbara Lloyd from Cefn Mawr Museum
  • Donna Jordan, Community Development Officer from We Are Plas Madoc
  • David Roden, Tesco’s dedicated Community Champion
  • Lucy Gregory and Janet Jones from the passionate #StayOnSide Cefn Litter Pickers

🗣️ Chairman Phil Vaughan praised the efforts on the day, stating:

“This was more than just a litter pick – this was a show of local pride, unity, and commitment. Plas Madoc deserves to be clean, respected, and safe for all, and today’s efforts prove what can be achieved when we work together.”

🏛️ Barbara Lloyd, representing Cefn Mawr Museum, echoed this sentiment:

“Our community has a proud history, and part of preserving that legacy is looking after the spaces we share today. This was a small act with a big message: we care.”

Local Heroes Recognised

Among the dedicated volunteers, Councillor Joan Jones and Janet Jones were especially commended, each collecting two full bags of rubbish during the session. In recognition of their outstanding effort, they were named Cefn Community Council’s Litter Pickers of the Month – a monthly accolade celebrating environmental action and civic pride.

🌟 Andrew Ruscoe, Community Development Officer, reflected on the wider impact of the initiative:

“It’s the small actions that create long-lasting impact. These regular litter picks are restoring pride in our estates and building stronger bonds between residents and local services.”


A Cleaner, Greener Future

This event forms part of Cefn Community Council’s wider commitment to building cleaner, greener, and more connected communities. Through monthly clean-up events, youth engagement projects, and partnerships with local organisations, the Council continues to lead by example.
